How will this Effect the Central Oregon Housing Market? New Legislation Proposing an Increase in the FHA down payment from 3.5% to 5% - To Keep Home Owners from Defaulting on Loans.


According to a recent article on Yahoo News "More cash down proposed for FHA-backed loans,"


...the administration wants borrowers to have a stronger equity position on their loans. One possibility would be raising the current 3.5 percent down payment requirement. Proposed legislation in Congress would raise the down payment required to 5 percent.


The rational behind the increase is two fold:


...to get homeowners more invested in their property and therefore less likely to default on loans....and to better protect the FHA...


At first glimpse this makes sense, then again maybe not. If a homeowner has more equity in their home are they really more likely to not default on the loan in a period of financial hardship? Using my recent and current clients as an example, the FHA loans have been on properties under $300,000. Most of then have been on properties under $150,000. Let us take a look at the math.


FHA Loan Down Payments 3.5% vs. 5%



Bend Oregon FHA Loans$300,000 x 3.5% = $10,500 down payment


$300,000 x 5% = $15,000 down payment


Difference on $300,000 Loan = $4,500



$150,000 x 3.5% = $5,250


$150,000 x 5% = $7,500


Difference on $150,000 Loan = $2,300



Is an additional $2,300 to $4,500 going to keep home owners from defaulting on their loans or will it keep potential first time buyers from being able to afford homes? If a homeowner falls into financial hardship would the extra money serve the homeowner better in their bank account or in their equity? I'm not sure that $2300 in equity is going to save the day.


Congress, be honest, the increase in down payment is to protect the FHA. Which may be important too.


"FHA's reserves have fallen to $3.6 billion, compared with $685 billion in outstanding insured loans for the fiscal year ended Sept. 30. That 0.53 percent ratio is far below the 2 percent threshold required by Congress."

As I was watching the news this Thanksgiving weekend listening to the endless stories on the preparations and deals for Black Friday, I was somehow reminded of the somewhat vulgar quote. "There's a fine line between Saturday night and Sunday morning" - usually referring to a night of heaving drinking followed by religious repentance. When it comes to Thanksgiving weekend.....there's a fine line between Thursday night and Friday morning. The country transforms in a matter of hours, from being Thankful for their families and blessings received throughout the year, to crazed shoppers trying to be the first in line to get, get, get.


In Bend, the past year we've seen housing prices tumble and jobs lost at record rates. In the spirit of Thanksgiving and Christmas let us remember to be Thankful every day for the many blessings we've received and take an opportunity to give.

Central Oregon Awarded $3.89M for Affordable Housing. The real estate market has declined and rent rates are lower across Central Oregon, but the need for affordable housing is still in high demand. Affordable Housing in Central Oregon


According to an article in todays Bend Bulletin, the state housing agency has awarded approximately $3.89 million in grants, tax credits and loans to contractors in an effort to repair and add additional affordable hosing in the area. These funds will help maintain section 8 housing through out Central Oregon including Quimby Apartments in Bend, the High Desert Commons Project in Redmond and Grasshopper Village in Prineville.


This is good news for the more than 78,000 low-income rental households in Crook, Deschutes and Jefferson counties.

Are Your Skis and Snowboards Ready? It's Official - Mount Bachelor Opens Friday, November 20th 2009 at 9am!!!

The ski season has officially begins this Friday as Mount Bachelor opens in Central Oregon. Opening day operatingMount Bachelor lifts are expected to be the Pine Marten Express and Sunshine Express. Additional areas of the Mountain are expected to begin opening Saturday through the Thanksgiving weekend. The Nordic Lodge and trails will also open for the season first thing Friday morning.

All open services will be operating out of the West Village Base Area including food, rentals, retail shop and Snowsports school.

Skiers and Snowboarders should remember that early season terrain still exists and to watch out for unmarked obstacles. The staff at Mount Bachelor recommends skiing and riding groomed terrain. For beginners there are a few runs open via the Sunshine express.

Although these courses are open year round, they may not be open every day. Call ahead to double check before heading out to hit the links. Click the link on the above courses to be directed to their websites.

Avoid frost delays by scheduling late morning or early afternoon times. While it's great to be the first one on the course when the sun is rising in July, this is not the best course of action for the winter. Schedule late morning and early afternoon tee times and you'll have a better chance of scoring an on time tee time.

This year's parade begins at 11:00 am on NW Newport Ave. The parade will proceed through downtown Bend, OR to the Veterans Memorial Bridge.

After an overwhelming vote in the Sentate on Wednesday and another overwhelming vote in the house today (Thursday) the Bill to extend the First Time Home Buyer and Repeat Home Buyer Tax Credit has one remaining step. Only one signature remains, President Obama will sign into law Friday morning according to CNBC.

The Senate on Monday voted 85-2 to place limits on further debate of HR 3548, a bill extending unemployment benefits that includes an amendment that would allow homebuyers to claim the credit on sales under contract before May 1. First Time and Repeat Home Buyer Tax Credits - The Vote IS NOT In - Lawmakers are Getting Closer


News updates, rumors, fact and fiction have been flying around regarding the extension of the first time home buyer tax credit. As of today, Thursday, October 19th 5:04 EST (2:04 Pacific), these are the facts regarding the extension of the $8000 first time home buyer tax credit as reported by CNBC. If you're reading this post after the 29th chances are there are more facts and fiction I have not yet reported.


A larger glimmer of hope for those hoping to benefit from the First Time Home Buyer Tax Credit as well as Repeat Buyer Tax Credit. According to Realtor.org, "Key lawmakers in the Senate have tentatively agreed to extend the existing $8,000 tax credit for first-time home buyers and also offer a new $6,500 credit for existing homeowners who have lived in their current residence for a consecutive five-year period in the past eight years." Please do not confuse "agreed upon with voted." This has not yet been ratified.


In addition to the agreement, we do have more information regarding the proposed dates for the tax credit to end. Home Buyers must have a home under contract by April 30, 2010 and the property must close before July 1, 2010.


WHEN IS THE VOTE??? According to CNBC, the vote for the Tax Credit extension and addition of the repeat buyer tax credit is as follows:


"The Senate is expected to take up the tax credit measure next week as part of separate legislation to extend insurance benefits for unemployed workers.


The House, which would also need to approve it, is expected to wait for the Senate to act."


However, a measure to keep interest rates down and loan limits high did pass the House.


Approved:The House of Representatives approved a measure that would keep the loan limit for U.S.-backed mortgages at $729,750 until 2011, effectively holding interest rates down for a large swath of U.S. homebuyers. The limit was scheduled to shrink to $625,000 at the beginning of 2010



On a side note. The tax credit has been estimated to cost $1billion per month. How do you feel this will effect our economy?

Attention Central Oregon Home Buyers: Fact vs. Fiction on the First Time Home Buyer Tax Credit Extension

News updates, rumors, fact and fiction have been flying around regarding the extension of the first time home buyer tax credit. As of today, Wednesday, October 28th 8:06 EST, these are the facts regarding the extension of the $8000 first time home buyer tax credit as reported by CNBC. If you're reading this post after the 28th chances are there are more facts and fiction I have not yet reported.


The summary of today's updates regarding extending the first time home buyer tax credit.


Fiction = The extension of the $8000 first time home buyer tax credit has passed a vote.


Fact = The tax credit has not yet been extended. A vote was set to occur this week but may be delayed Bend Oregon First Time Home Buyers Tax Credit Extensionuntil next week. Specifically, Republican Senator Mitch McConnell stated, "(the) Timing of a Vote is Uncertain."


Fact = Top Senate Democrats and Republicans have voiced support for Extending the tax credit although there has not been a vote on the measure


Fact = The newest measure will extend the tax credit through the end of April 2010.


Fact = The new measure will have increased income caps for both individuals and couples. Individuals making up to $125,000 and couples making up to $250,000 per year will qualify for the tax credit.


Fact = The tax credit will be $8000 for first time home buyers and $6500 for repeat home buyers. What isn't clear is the time line for repeat home buyers will all buyers from 2009 be included or only those purchasing after the measure passes.


Fact = There are plans to attach the home buyer tax credit as an amendment to legislation designed to lengthen insurance benefits for unemployed workers


Hopefully, this clears up some of the confusion for home buyers here in Bend, Oregon or else where. Remember home buyers, bills may be amended as they pass through the House and Senate. These are the facts regarding the proposed legislation not the outcome. If you remember last spring repeat home buyers were included in the tax credit as well, but it did not pass.

Good News for First Time or Second Time Home Buyers in Bend, Oregon - Updates on Extending the $8,000 tax bend oregon home buyer tax creditcredit for First Time Home Buyers


According to CNBC, the extension of the First Time Home Buyer Tax Credit is making progress. The most recent update has the $8000 tax credit extended through the end of April. In addition, the Bill will included a credit for repeat buyers (those who have lived in thier home three of the last five years) of a primary residence. Repeat buyers would recieve a $6500 credit. According to CNBC, "Senate Banking Committee Chariman Christoperh Dodd stated that a deal has been reached." Additional specifics on the "deal" have not yet been reported and the "deal" still has to pass a vote.

The difference in Sales price vs. list price for homes sold in September 2009 in Bend, OR, are close to or over 100%. Of the 167 homes Sold in Bend, OR, in September, 8 homes were on the market less than 30 days and they sold for 105% of the list price. There were also 43 homes on the market for between 30 and 60 days that sold for approximately 99% of the list price. The remainder of the homes sold in Bend were on the market greater than 60 days and still sold for around 93% of the list price.

In September 2009 there were a total of 167 Single family homes sold in Bend, Oregon. Bank owned homes sold comprised 66 of the total home sales in Bend while 33 were short sales. Bend Oregon Home Sales September 2009

In comparison to August 2009 Statistics there was a slight increase in total homes sales, approximately 23 more homes sold in Bend, OR in September 2009 vs August 2009. The most notable difference is the amount of Bank Owned homes sold in Bend in September vs. August.

There was almost a 50% increase in the number of Sold Bank Owned homes in Bend,
36 sold in August vs. 66 sold in September.

There is good news for Oregon homeowners trying to avoid foreclosure. A new law, Senate Bill 628, just passed the Oregon Legislature and now requires lenders to take more steps to keep Oregon homeowners in their homes. Senate Bill 628 will hopefully make it easier for homeowners in danger of foreclosure to get the information Bend Oregon Foreclosure Helpnecessary to stop the foreclosure process through loan modification.

Lenders are now required to meet with Oregon homeowners either by phone or in person to determine if the homeowner qualifies for loan modification, which can lower their monthly payment. Not anyone from the lenders office can meet with the homeowner, it must be someone who IS a decision maker in regards to loan modification.

Oregon homeowners will now receive specific information within a Notice of Default Letter detailing the steps necessary to request loan modification. This includes the phone number you need to call to request loan modification as well as the form to fill out.

Important Points for Oregon Homeowners - YOU must take ACTION!

  • You have 30 days from the date of the foreclosure notice to request loan modification.
  • YOU must request the loan modification; your lender will not be calling you. Again, the forms and contact information will be provided in the Notice of Default Letter but the homeowner must request the loan modification.
  • Get Help, you don’t have to try this alone – call 1-800-SAFENET for foreclosure counseling services.

The Central Oregon Pumpkin Co. located in Terrebonne, OR is a MUST DO family activity this fall. Located just outside of Bend, OR and Redmond, OR; The Central Oregon Pumpkin Co.’s Pumpkin Patch, Corn Maize and Pumpkin Cannon will excite kids of all ages. The Pumpkin Patch is open September 27th and Runs through Halloween.

The Central Oregon Pumpkin Co. has much, much more than pumpkins. The family activities on site included Clydesdale Horse Drawn Wagon Rides, a zoo train, hay fort, petting zoo, pony rides and a pumpkin Cannon. Yes, I said Cannon. For a small fee, one can launch a pumpkin into the sky out of a VERY large cannon. Although the Pumpkin Patch is open all week, not all activities are available every day, see the schedule provided below.

For my readers who are thinking about moving to Bend or unfamiliar with the layout, the town is divided into four quadrants.

The East / West dividing line is Hwy 97 (The Bend Parkway).

The North / South dividing line is a little more confusing. Starting on the East side of Bend the divider is Hwy 20 which turns into NE Greenwood then NW Greenwood as you are nearing and passing under the Bend Parkway (Hwy 97). Then just as you're leaving downtown Bend it turns into NW Newport Ave. and again turns into NW Shevlin Park Rd as you continue to head West.

Let’s face it, it’s not too often that you find a family friendly restaurant with adult sophistication. Flatbread Community Oven in Bend, Oregon’s Old Mill District is a refreshing update in family friendly dining. According to Lisa Lumsden, President and CFO, “The creation of FCO (Flatbread Community Oven) came from an understanding of the lack of an upscale yet very approachable, high quality, healthy and community focused pizzeria, where families, professionals, and friends could all gather and be comfortable.” I for one believe she accomplished just that.

One Personal and Surprising Experience in Bend Oregon Family Friendly Dining

A few weeks back, a friend and I took our kids out to bike the Old Mill Trail Loop. Once back at the Old Mill, against our better judgment, we decided to take 2 four year olds and two infants out to lunch. My friend suggested Flatbread Community Oven. I had never been there and was looking forward to trying something new. Upon entering the busy restaurant, I could feel my stress levels slightly rising as the atmosphere did anything but shout, “FAMILY FRIENDLY.” I began mentally preparing myself for a fight to the finish.

Wine at Flat Bread Community Oven Family Friendly DiningMan, was I surprised. The wait staff was friendly, quick and engaging with the kids. Best of all, the Make Your Own Pizzas! We ordered the kids each a Make Your Own Pepperoni Pizza. Shortly after, placed in front of both kids, is a plate with pizza dough, cups with sauce, pepperoni and cheese. After independently decorating their pizzas and a good portion of the table, the two boys went with the waiter up to the Pizza bar to watch their creation placed into the 900 degree wood fired-oven. This process took up most of the “is my food coming yet, how much loooonger,” portion of the meal. AND, they happily ate the pizza when it returned.

Now for the Adult Friendly Description

The atmosphere inside Flatbread Community Oven is trendy and sophisticated. The menu items are more reminiscent of upscale dining than family friendly pizza joint. The restaurant has an adult only Wine Bar where you can get wine by the glass bottle or flight. The patio seating overlooking the Deschutes River is a great place to unwind with a glass of wine and enjoy the fresh, flavorful creations Flatbread Community Oven has to offer. If you’re free on Wednesday nights you can enjoy live music. They sum it up well with their tag line “FUN WINE, FINE PIE.”

All in all we left Flatbread Community Oven fully relaxed, satisfied and full. If you’re moving to Bend, new to Bend or a long time resident and haven’t yet tried Flat Bread Community Oven in the Old Mill District hop on in for an Adults only meal or and enjoyable Family Friendly Dining Experience. Your kids may not remember the name but they will ask, “Can we go to that place where I make my own pizza again?”

Children's Festival This Weekend in Bend, Oregon

If you’re out and about in Bend, Oregon this weekend stop by and visit me at the Children’s Festival.

Saturday, July 19th from 10am to 4pm is the Saving Grace Cascade Children’s Festival at Drake Park. What a fun event to support a great cause. Enjoy great activities, food, music, dancing and so much more for the children and only $0.50 per activity. I can’t think of a better way to spend a Saturday with the family. Not to mention all the proceeds benefit Saving Grace.

I’ll be at the Mom’s Club of Bend Booth – another great organization in Bend. Stop by and find out more about the support network the club offers both working and stay at home moms. Not to mention the playgroups, family outings and Mom’s Night Out. Bring the kids too; we’ve got a fun art project for them.

Bend, Oregon First time Home Buyers Tax Credit Time Line

I don’t know about you but the last thing I’m thinking about on this beautiful 90o day in Bend, Oregon is my taxes. However, if you are planning on buying your first home and taking advantage of the $8,000 tax credit it’s not only time to start thinking – it’s time to start planning – it’s time to start looking for your new home. The deadline for closing your new home is quickly approaching.

Working Backwards, here’s a plan to get you started:

Deadline: December 1st = Loan Closed on Your First Home

Most banks can typically close a loan in 30 days, however, we expect there to be an influx of loan applications as we near our deadline. Also, let’s not forget what occurs the week before December 1st, a national Holiday….Thanksgiving, of course. Purchasing a house is stressful, the holiday season is stressful not to mention a popular vacation time. In the allotted 30+ days you loan will be processed, underwritten, sent to escrow and approved. Appraisals and Inspections will be ordered, written and delivered. Finally, your loan will be recorded and the keys will be yours…….a lot to be done in 30 days.

Deadline: October 16th = Signed Sales Agreement in Lenders Hand

So, let us add two weeks to the 30 days - one for the holiday and one as a buffer to reduce the stress of calling your loan officer November 29th wondering if you’ll squeak by in time. Take it from us second time home buyers you don’t want to miss out on an $8,000 tax credit. Looking at a calendar we are approximately at October 16th = 30days to close + 7 days holiday buffer + 7 days stress buffer.

Deadline: October 1st = Make an Offer on a Bank Owned or Traditional Sale

Yes it’s possible to make an offer get an acceptance and move on in a matter of days. For this timeline, we are budgeting 2 weeks. Let’s be practical, buyers are making low offers and sellers have hopes of high dollars. Most offers are being negotiated with counteroffers back and forth before a final sales price is settled on. On occasion, the buyer and seller cannot come to agreement and you’re back to square one….looking for a house. And, when a really great deal comes along, you may not be the only making on offer on the house and may stand the chance of not having your offer accepted. Yes, this still happens, it happened to me on 3 offers this year!

Deadline: September 1st = Make an offer on an Oregon Short Sale

In addition to the negotiating mentioned above, a short sale must be accepted by both the owners and their lender. This is a tough one to estimate; I’ve seen short sales close as fast as traditional sales and those that take months. While looking at homes for a client this morning, I saw a new listing stating there will be a 30-90 day wait period before the bank to responds to an offer. That means up to 3 months to receive an acceptance or a counter offer or a rejection. Ninety days is already Dec 1st. So if you plan to put in an offer on a short sale, make it happen before September 1st.

Deadline: August 1st = Start looking at Houses to Buy in Oregon

If you believe in love at first sight you’ll be in your new home in no time. If you want to weigh all your options, check and double check that you’re making the right decision before putting in your offer you have one month to do so. Remember time flies. In the beginning of this month you will also, want to choose a realtor, choose a lender and get prequalified.
